Jolteon, the Lightning Pokemon. Jolteon controls 10,000-volt power and can raise all the fur on its body as if it were sharp needles. If agitated, it uses electricity to straighten out its fur and launch it in small bunches. It concentrates the weak electric charges emitted by its cells and launches wicked lightning bolts.

Blitz was born in an Eevee mill run by poachers who sought to sell the Eevees for their highly prized furs on the black market, or to sell them at high prices to trainers. The RTF broke up the poaching ring and Blitz was rescued by Bri, a low-level agent at the time. When the time came to re-home the Eevees, Blitz wouldn't leave Bri's side, and the RTF assigned him to her as one of her team. She let him choose what to evolve into, and he chose to evolve into a Jolteon, earning his nickname. Blitz is the first pokemon out in battle, so he can pass Agility on to his teammates. He is fierce in battle but outside of it tends to be hyperactive. He's very shy around other Eeveelutions because the Eevee mill was not a nice place to be and his experience with others of his kind hasn't been great.
